Option 1: Topps.com

on topps.com there are many different templates from past topps years. All you need is a picture you are going to use. They have an option to buy the card on hard stock but most people just screenshot the card and print it out in a wallet sized format. This option is available on any device. Go to the custom section on there website and you can make cards like these⬇

Option 2: Rookies Inc. 

This option is only on Apple devices. This is an app were the have many different templates from donruss, score, and topps sets from the past. Same thing with topps, there is a option to buy the cards but most screenshot them and then print. You can find it in the app store with an icon of a letter R with a blue background.
